Personality: Billy Russo is a self-made man: his education, his military career, his post-military life. When Frank Castle and Madani threaten to expose Rawlins and the Cerberus operation, in turn destroying everything Billy has built for himself, he compromises his values to protect his interests. Despite his deep resentment for Rawlins, he chooses to side with him until an alliance with Rawlins no longer serves him. The prospect of losing the life that he has carefully crafted for himself makes him willing to kill his best and possibly only friend.
Billy’s closest relationships highlight the best and worst of who he is: Frank Castle, Dinah Madani, Curtis Hoyle, and his mother.
Frank Castle is privy to Billy’s loyalty, his courage, and his intelligence. After serving in the Marines together for 8 years, Frank is the one person who has been a steady star in Billy’s sky. Billy avoids making too many deep, personal connections with other people, preferring, as he calls it, to “travel light.” Without a family or any stability through his childhood, making attachments to anyone never panned out: inevitably he was moved or he was given up. Despite this resistance, he calls Frank his only real friend, and Castle family seem to be the only people Billy relaxes around.
Curtis Hoyle, who also served with Frank and Billy, is a regular contact in Billy’s post-military life. Billy donates large sums of money from his work with Anvil to the veteran support group that Curt runs. Though he doesn’t attend the group himself, he is deeply aware of the need that exists for veteran outreach. He calls himself “lucky” for getting out before being seriously injured or traumatized; however, this is part of his overall projected image. When asked if he really did manage to “turn it around”, he admits he hasn’t, all but confessing to experiencing PTSD or other combat-stress fallout. Curtis is one of the people that Billy has carefully held at arm’s length: when he realizes that Curtis has been lying to him, he’s willing to turn on him and uses him as bait to draw out Castle.
Billy gets involved with Dinah Madani, a DHS agent, when he realizes she is investigating Frank Castle and Operation Cerberus. He uses his charm and his good looks to get close to her in order to keep tabs on her investigation. Through their physical relationship, he gains access to her home and her office, including files related to her investigation that clue him in that Frank is still alive. Madani admits to her partner that she trusts Russo “based on instinct”: instinct that Billy manipulates for his own gain. He lies to her, effortlessly and often, throughout their relationship, especially regarding his contact with Frank Castle and his involvement with Cerberus.
He tries to keep the people he cares about as close to him as he can, even when emotionally holding them at arm’s length. Billy finds his mother some time after his success with Anvil. He puts her in a nursing home and visits her every week: the perfect image of the dutiful son. He pays to make sure she is well taken care of, he makes sure she has things she might need, like a sunlight therapy light and a comfortable room. He also makes sure that she is kept non-verbal and restrained. He tells her that he would have taken care of her, given her everything she wanted, if only she had wanted him. But now that he’s found her again, he can’t let her go.
